Sizing down .312 cast & jacketed bullets

Hello All,
I was looking through MidwayUSA and came upon a "Lee lube & sizing die .309", in the bullet casting section. According to the reviews the die has been used to size down .312 jacketed bullets to .309 to fire in a 7.62x25 Tokarev.

The questions I have are:

1. Can this same die be used to also size down .312 & .313 un-jacketed lead bullets to the same .309? (would there be complications due to the larger size?)

2. Can this die be used in a Lee handpress and do I need any additional parts or components to make this work in the handpress?


Forgive me for asking, but can anyone describe briefly how this would be done.
