No. SCOTUS has specifically ruled that the Second Amendment applies to the States as well as the Federal government in
McDonald v Chicago:
"The Fourteenth Amendment makes the Second Amendment right to keep and bear arms fully applicable to the States." page 3
States like New York, California,
et al are misinterpreting or simply ignoring SCOTUS.
