In theory yes. But it depends upon how the law is written. If they are offering amnesty for turn in you could make one and turn it in the same day. Lots of places give amnesty for turn in.

Sure, but it does not really matter if the threads are functional or not. This could be a good thing for gun shops. They could open a side line in threading barrels for tax turn in and then offer in store credit when the guy gets his refund.
