It is tusk armor for boar on boar fights... Thus the reason we put 4 layer vests on our dogs... outer layers are heavy ballistic nylon and the inners are kevlar
There is no blood in the tissue, it is ivory white. The arrow head could have been sharpened and reused... No rust etc.
