Criminologists and others certainly disagree about whether the death penalty deters murders. For example, see https://deathpenalty.procon.org/view...stionID=000983. But the effectiveness of the death penalty has been weakened by the long delays that penalty faces, typically decades in almost all states (if ever enforced).
