I've seen both those things happen. It does add unnecessary overhead for the shipping dealer, and I can understand them not wanting to deal with it.

Fair enough, if you are selling mag fed semiautos to CA you have to be careful.
However, I've seen dealers who refuse to sell O/U shotguns and bolt action rifles to CA. That's just silly.
