The 1974 date that the SN corresponds to is consistent with the time that the -1 variation of the M64 was in production, so it appears that SCSW just fails to mention that the "D" SN prefix was also used for M64s.

Interestingly, the book also notes that some of the 64-1s were chambered for .357 Magnum as a special production run for the Oklahoma Highway Patrol and that variation was the prototype for the Model 65 (even though in the discussion of the M65, they say it was introduced earlier than the .357 Model 64 - go figure).

I can't find an answer to your question about whether a 64-1 is OK with +p, but Jim or someone else will likely be along to help with that.
