A minor quibble -- possibly just semantics:
IMHO, there's a difference between "leading" and "herding." Leading, to my mind, implies guiding a group in the direction and towards a destination where the group wants to go. The people you are talking about (I think) aren't interested in leading us where we want to go. They want to herd us to where
they want us (but not them!) to go.
