Did you check the action screws? Barrels with a badly burned throat should still shoot better than 18" at point blank range (100 yards or less). What is the twist? Also, check your spent brass to make sure that the chamber hasn't been reemed out to a longer cartridge. Caliber/cartridge stamps can mean absolutely nothing when it comes to custom guns.
