Increasing lock time on a Ruger Vaquero or any other single action is not really in the cards.
The basic design uses a large, heavy hammer with a long hammer drop.
To have a faster lock time would require extensively lightening the hammer and even figuring out some method of converting it to a "short action" with a shorter hammer fall.
In most single actions, none of this is really practical. A heavy hammer and a long drop is inherent in the design.
