I think that what you saw was an old Lyman Hand press. They were about the size of a good sized set of Lineman's Sidecutters, and could do it all as far as reloading the older cartridges.

They were made for most of the older black powder Rifle and Pistol cartridges (44-40, 32-20, 40-60, 45-70, 38-55, etc.) and although I haven't a foggy guess as to when they stopped production of them, I would imagine that there were some made for the more modern calibers.

I was at a gun show recently (in Yuma, AZ), and at one tables there was a whole slew of these reloaders. There were even ones that I'd never seen before. These included the basic tool WITH a bullet mold integeral with the handles! Talk about more bang for the buck! The dealer wanted well over $100 for those, and from the looks, they were just collectors - not users.
