I see two issues here, him stopping you in the first place, and not allowing you to leave when you weren't under arrest.
I also find it curious that he would give you back your pistol, and let you load and holster it, when he "wasn't done with you." What if he got the call back that you were a deranged serial killer...he just re-armed you.
Why would he let you lock and load if he wasn't finished?
