I've seen and handled full packets before, but only in the Pennsylvania State Museum in Harrisburg when I worked there.

The big question is, just how much would you be willing to spend if you were to find a packet?

I suspect that, given that individual rounds can go for upwards $100 or more depending on the composition, you'd be talking well into the thousands for an unopened packet.
