One is never actually "cleared of criminal conduct".
The charging authority or a grand jury may decide to not go to trial. A jury may decide that the state did not
prove criminal conduct
beyond a reasonable doubt.
That's not the same as concluding that the actor was innocent.
In a civil trial, the burden of persuasion is a preponderance of the evidence ("more likely than not").
