Section 65 looks very much like Missouri's restrictions.

In Missouri, carrying in one of these places is less than a slap on the wrist (i.e. you have to leave). The penalties in section 70 are almost as low, at least the first time.
Section 90 has good home rule preemption. No Chicago special ordinances!
