That one will never die. Too many people continue to repeat it.
I had a CZ527, with cheap steel ammo it averaged 1.5moa at 100yds. My AR, in 7.62x39, is averaging about 1.5moa with the same ammo. While being softer, flatter and easier to shoot.
Back to the OP, I would go SKS from your two choices.
