Between those two scopes:
Leupold has a wonderful eyebox
Bushnell has the better quality lens coatings
Glass quality is a toss up
Leupold has a full transferable warranty

I was once a die hard Leupold fan. I look though and purchased a Bushnell scope recently and I've been impressed. If you are hunting from a stand and shooting deer over bait I'd get the Bushnell. If you are stalk hunting and a snap shot is more likely to happen I'd get the Leupold for it's great eyebox.

If you can postpone and save more the VX-II 2-7x33 is worth a little extra scratch (I've seen used ones sell right at your price point). If you can save a little more the Zeiss Conquest is a fantastic scope and used ones go a little more than your price point (although they don't sell used as often.)

Bushnell made a clone scope for Browning not too long ago. If you can find one of those you will save a few bucks and get the same scope - 3200 elite.
