Just to clarify Hodgdon, IMR and Winchester powders are not made by the same company. Hodgdon doesn't manufacture any powders, they only package and distribute them. Their powders are manufactured all over the world by different companies.
The reason your TG load will not cycle the action has little to do with the subsonic speed of the bullet, and more to do with the amount of gas generated by the Uber fast powder TG. TG burns so fast that it produces very little gas in the barrel, this gas is needed to enter the gas port in the barrel and cycle the action. No gas, no action.
