No. A receiver is not a rifle, it's an "Other Firearm".....requiring the buyer to be 21.

Doesn't matter.......it's not a rifle unless it has both shoulder stock and a barrel attached.
A firearm frame or receiver is recorded as an "Other Firearm" on the 4473.
The dealer does not have the option to guestimate what it was originally.
