of the three I would choose the 6.5 for goat or sheep, but honestly if you are going to spend the money that a sheep or goat ($10K minimum for goat and around $30K for sheep) hunt costs or go through the many years of applying for a tag, you might want to think of something with a little more performance like a 7 or 30 magnum ( either long or short ).
I have personally applied for goat and sheep tags in MT for 12 straight years and never get drawn.
