1) I would start with about 4.5 grains of Bullseye. Max is about 4.9

2) Yes, that ought to work. But the thing to be careful about with 9mm is the bullet seating depth, which is influenced by the bullet length and the overall length. That's why you don't start right at the max loads -- to account for variations in lots of powders, bullet lengths, primers, extra-tight gun chambers, etc.
