Right.

The Founding Fathers and the Framers got out their all-seeing crystal balls 200+ years ago and said "You know, they're slaves now, but in 200 years Washington, DC, will be primarily populated by free blacks, so let's stick it to them now with a little clause in the Constitution say says that anyone who lives in DC doesn't have voting representation on Congress. It's a good way to keep the black man down."

Sigh.
