Full-time LEO of 23 years service here. I feel I should throw in this quick caveat: Pepper spray, regardless of strength or the reputation of it's manufacturer, can [and will] fail miserably. I've seen it happen firsthand. For that matter, same goes for pretty much any other weapon you care to name, non-lethal or otherwise. In other words, it might have an effect on an attacker, or it might not. There are no guarantees. That said, take a look at Cold Steel and their Inferno brand pepper foam spray.
