No Fishing
First Federal attempt to regulate fishing was during the Civil War.

No doubt Hooker thinks the fish are Yankee and objects to their being caught by Southerners. Or perhaps he sympathizes with the fish. No, actually, he objects to the "communication" fishing brings between his troops and ours. Apparently he has some secrets (such as what he is going to do next) that he wants to keep from us.
