Not unless you can find someone who makes a 1-piece cantilever rail that attaches to your threaded receiver. Otherwise, you're looking at custom work like below....
You can buy a combination of parts that will move the scope quite a bit forward from the standard location, but not as far as a Scout type arrangement. Use an
EGW 1913 rail for the Mod 70 and then an
offset mount to move the scope even further forward. The EGW products I recommend without reservation, the Leapers/UTG mount I have no familiarity with... just linking it so you get where I'm going. The potential problem with this method is that the scope height will be more than what you have.
