loose chamber single shot shotgun

Silly question, but has anyone experienced a larger than normal shotgun chamber? I was shooting an old singleshot Springfield that had an extractor action that you could literally open the action and the shells would just fall right out when you tilted the gun upwards. Noticed this on all unfired and some(not all)fired rounds. Every hinge opened gun I've ever fired in the past, the shells never just fell out with gravity. Btw this is a 12 gauge chamber using 12 gauge rounds. Also is this safe? Thanks
