Quote options are not available to me on this forum, using either Safari, Firefox, or Internet Explorer. Was unable to locate toggle/setting in User CP. Any ideas?

I know that this functionality works for me on other sites using the same software, and I'm really curious to know what setting I need to tweak to get it working here.
