Must be a really old manual then. My 1974 edition of the Speer Number Nine manual lists 5.3 grains of Unique as a max load for 158gr jacketed bullets and 4.7 for lead.

For 158gr Jacketed bullets, max loads shown are:
.38 Special 5.3g Unique = 918 fps
.357 Magnum 7.8g Unique = 1118fps

For 158gr lead bullets, max loads are around 4.7 and 7.0 grains respsectively.
