^ Disagree. Buffalo Bore makes a few standard pressure "Anti-Personnel" hard cast wad cutters. The max meplat and fantastic/incredible penetration will work real good. The .38 Special round will shoot through 24" of ballistic gelatin and the hard cast bullet will punch through the target.
