You might try giving the IL State Police (FOID) number a call. They are busy, so your wait may be long (phone time I mean), but if they can answer, they will, and in my experience, they don't mind polite inquiries about the progress of your application. My wife's took two full months (end of August - beginning of November) in 2012, if that is any help.
