Well, I'd start by pulling that wedge at the 11:00 position and then expect the round piece to be glues, in some fasion; probably rubber cement. You really have not stated what material, the bar is made of. Is it wood, ferrous or non-ferrous? You are correct on the position of the machine bolt head; it's way down in the hole. Don't give up and try to work that bugger, loose ....
