Hollow base wadcutters are generally swaged of soft lead alloy and loaded such that the cavity is toward the powder charge. The gas pressure obturates the lead skirt into the rifling at low target velocities and pressures to help insure accuracy. Sometimes people load the bullets in a reversed position so that it sort of acts as a hollow-point.
