That's probably true, but I think it also depends on the county. I never asked about the specifics, but I would guess because he works in Portland, he applied for his Oregon CHL in the same county he works in. Portland is probably one of the more anti-gun places in an otherwise relatively gun-friendly state (despite what you hear about the "left coast.") Odds are, he would have had better luck one county either to the east or west.
