Who knows today, but in the past BATFE was not concerned about sales as long as the 03 FFL wasn't routinely selling to non-licensees. Selling guns you own to improve your collection is perfectly acceptable if you offer reasonable evidence that that is what you are doing.
It would help if many or most sales were to other 03 FFL holders.
