Tool chatter can happen when machining is done with a dull worn out tool, at to high of a speed or without enough lubrication, or by a combination of those problems. Instead of leaving smooth rifling behind you get a rough uneven surface. Big time leading and poor accuracy are just about guaranteed as a result. Don't worry, the way you cleaned the rifle had nothing to do with the problem you describe.
