The waivers percentage has to do with ANY type waiver for a soldier to come on active duty, not just felonies. Most of these waivers are for medical reasons. Having knee surgery as a child for example might result in the need for a waiver. I don't have my calculator on me but I think 511 out of 100,000 is around 0.51%
+1, I practically had to get waivers just for having a mean thought about someone (exaggeration) to join the Marines. I'm surprised it's not more like 99.9%. Must have some little angels in the Army .
