Cheapest sounds so, well, cheap. Stick with known makers. Probably one of the lest expensive, but reliable polymer pistols is the Ruger SR 9/SR40 series.
S&W has an economy line (forget the name) that, from what I hear as I have never shot one, is not bad either.
