It is an "other firearm" meaning it's not a rifle or shotgun (both have to be shoulder fired) and it isn't a handgun. It is also not an NFA firearm.

Rifles and shotguns can be sold to persons 18yo or older by FFL dealers. If it isn't a rifle or shotgun, you have to be 21yo. This isn't something new, it's at least a decade old law.

Handguns are not long guns so you have to be 21yo to buy them, that's where they get that from. Also frames and receivers are not long guns, so you also have to be 21yo to buy them. A receiver or frame is not a long gun because a rifle and shotgun have to have a barrel and the ability to fire a single round through a smooth or rifled barrel. An NFA firearm is not a long gun either and you need to be 21yo to buy from a dealer.

In the industry, the weapon you reference is known as a PGO shotgun, or pistol grip only shotgun. That is a shotgun that has a pistol grip and not a shoulder stock. It's an other firearm, officially, must be 21yo to buy.
