You were technically right and the cops were wrong, but under the circumstances I think they did pretty well.
Your best bet IMHO is not to file a lawsuit (what were the damages?) but to continue to carry in the legally proscribed manor, drawing attention to the stupidity of the law -- get the city council to strike or rewrite the law out of embarrassment. (And if they rewrite it, it will be preempted by TN state law)
