I dunno that "putting up a sign" is required for a law, or every state and town in the country would have signs the size of the Criminal Code at every highway crossing the state/city line. "There wasn't a sign that said murder was against the law here" has never been a defense.

Berkeley, CA has a "nuclear free zone" law since the mid-80s, and there are signs about this on several of the bigger thoroughfares. I don't think the signs are there to keep wicked nuclear weapons out, but rather to make the city council and residents feel good about themselves.
