My interepreation:

Data sharing and the medical comments sound as the focal point. On the surface, they sound benign however (these are mentioned several times); I suspect that some of this data can be used unfairly to disqualify many individuals that otherwise should not be.

Pushing mdical staff to question about firearms, reporting (more of a CYA), etc is a good way to have patients either lie or worse, not seek treatment. Or, your child's pediatrician reports you because your little one said you had guns in the home and you sometimes get mad (be it from the Dr's anti-gun thoughts or CYA)...the devil is in the details and we will learn more in the following days. Maybe some of the legal scholars here could provide more input.
