I also was interested in a 990 Taurus until I did much research on this forum, and others. It appears that the Taurus revolver is a gamble. A 50/50 shot that you will get a good one. If you don't, it is warrantied for life, but by the accounts of many it may take a lifetime of returning it to get it right. I have decided instead for a Smith & Wesson 617 10 shot 22 RF revolver. My quest for a new rimfire has been delayed due to a plastic gun from Austria! A Glock 20 I just had to have. I will keep the Smith on the short list. I did find a used one in excellent condition for $650. A lot more than a Taurus, but a hundred or so less than new. I'm not a lucky person, even with a 50/50 chance, so I'll have to just keep saving for the 617.
