I believe it has to do less with the hardware, and more to do with the fact the evolution of lock systems and terms were taking place concurrantly in several different parts of the world speaking different languages.

Even in modern weapons there are overlapes, redundancies and fuzzy areas between labels. Slide action or Pump action? Battle rifle or Assault Rifle?

And if you look into older weapons you find even more confusion in terminology
