I use windows7 pro mostly. What I do to reduce my file size is double click on the picture; it opens in windows photo viewer. I then choose the email option. It let's you choose the size you want to send. Then I right click on the icon in the email window that pops up. There's probably an easier way to do it, but that's how I figured out first how to do it.
