I hate to be that guy, but are you sure it's poorly worded?
Imagine her "surprise" when she wakes up the day after it's signed and Voila! Pretty much all magazines are banned! That would SO ruin her day...
She might even call a press conference to clarify that "Oops, pretty much all new mags over 15 are now banned..." Here's the address where you can turn them in....
