Why would you not measure off the tips? Not any different that a bal tip round, anyhow
page # 165 of the new hornady book reads as follows

23.7gr= 2900fps
24.6gr= 3000fps
25.5gr= 3100fps
26.4gr= 3200fps max...
I always use the Hornady compartator because it measures off the OGIVE instead of the tips.
