I have a Baikal 18EM (Made in USSR!) Mine has a more distinctive pistol grip,and a differently shaped foreend wood. But besides that they are very similar. Same shape to the wood at the back of the action, same colour of wood and the break lever behind the trigger guard (that bites everybody but me).
I would say its a Baikal
