With out examining the rifle or a lot more information I don't know the problem but I can pretty much guarantee the barrel isn't too heavy for the action.

I have some pretty heavy barrels that are dern accurate.

This one is 1 1/8 in diameter and it certainly isn't too heavy for the action.
