Yes, yes, and no.

Yes, you can use WLP's with those two powders, they work just fine.

Yes, you can use current W296 data with H110. The Hornady data sounds a bit conservative. Which manual did it come from?

No, I have no experience with those loads in a .45 Colt, but I do have a lot with loads for a .44 Mag with a 300 grain bullet using the same powders and WLP primers. I do have experience with .45 Colt loads using lighter bullets (up to 255 gr) and those powders and primers. If the experience is anything like the .44 Mag, you might be surprised by the recoil. It actually feels lighter than a similar load using a lighter bullet. In other words, it isn't unpleasant.
