Sounds more like a starting load.
According to JBM Ballistics, with a 100 yard zero, the 150gr MK would need to have a MV of about 2,450fps to drop between 5 and 6" at 200.
Most 150gr data for the 7-08 has starting load velocities around 2,500fps.
1,700 fps would have it almost 13" low.
